Second part - We need to dig in deep to understand the reality. But, going by US budget, and its current rankings among OECD countries, US is at the top in terms of K-12 and primary, secondary education spending. It is not the money, which is the problem. But, more the quality of budget planning, and the way it is spent.

Coming to the quality of education, compared to money spent, US ranks in the middle of the pack or worse in terms of school and student performance among OECD nations.

For that matter, a school nearby received $25+ million in expansion, which tends to be the budget for many colleges around the world.
